Oxfordshire Paddlesport Development Team.

This is a real progression for Paddlesport. Much of canoeing is regionally based - Marathon being an obvious example - and will remain so, but Canoeing is an unusual sport in this respect: most sports are county based, and this is where a lot of Sport England funding is targeted. Having a county based development team will allow canoeing to fall more comfortably into Sport England's system, and allow us easier access to funding and other benefits.

To kickstart things, we are coordinating a Youth Paddlesport Series based on the West Berkshire Series, in which we have taken part for the last five years.

Here is a draft constitution.

CONSTITUTION, RULES AIMS & OBJECTIVES

1 Name
1.1 The association shall be known as the Oxfordshire Paddlesport Development Team, herein after known as OPDT

 

2.       Aims and Objectives of the OPDT
2.1The Oxfordshire Paddlesport Development Team is a voluntary association and has been established with the following key    aims and objectives:-
2.2        To be a forum in which the experiences and best practices of Oxfordshire’s clubs, groups centres and coaches involved in Paddlesport can be shared
2.3        To be a forum which can help implement the BCU coaching scheme and performance awards and assist local members with the interpretation and resolution of queries
2.4        To attend and respond to the Continual Professional Development needs of Oxfordshire’s paddlesport coaches
2.5        To provide an active link and voice between the BCU Southern Region Development Team and BCU members in Oxfordshire
2.6        To help local clubs and organisations involved in Paddlesport, such as scouts, schools etc, access Community Sports Partnerships and other funding bodies
2.7        To stimulate and help other organisations stage new Paddlesport events within the county and participation within the region and beyond
2.8        To help increase the number of people experiencing the sport and help to ensure there are pathways to continued participation and development.
2.9        To promote and recognise the activities and achievements of individuals and groups within the sport, to the wider community and the media.
2.10      To help forward the BCU campaign to secure better access to all paddleable water within the county and in England

 Note: Paddlesport shall be taken as the activity of moving a water based craft by means of a hand held paddle, by a paddler facing forward e.g. canoeing and kayaking

 

3. Anual Consultative Meeting (ACM)
3.1 An Annual Consultative Meeting shall be held in the Autumn of each year. There shall be laid before the meeting a statement of accounts made up to the last day of the month immediately preceding the meeting.
3.2 Not less than 21 days clear notice shall be given, specifying to all members the time and business of the ACM.
3.3 Accidental Omission: Accidental Omission to give notice of a meeting to, or the non-receipt of notice of, a meeting by any member shall not invalidate the proceedings of a meeting.
3.4. Motions for discussion at the ACM, not of origin from within the OPDT, shall be lodged with the Hon Secretary at least 30 days preceding the ACM, and be signed by 2 members entitled to vote.
3.5. At any ACM, a resolution put to the vote of the Meeting shall be decided by a show of hands, of those entitled to vote, except when more than one nomination has been received for a position on the OPDT, in which case voting will be by secret ballot.
3.6. At the ACM the Chairperson will preside or, in his/her absence, a Chairperson for the meeting will be elected by the voting members present.
3.7. At the ACM not less than 10 BCU members who are eligible to be voting members shall constitute a quorum.
3.8 Absence of Quorum: If after half an hour from the time appointed for the meeting, a quorum is not present, the Meeting, if called at the request of the members, shall be dissolved In any other case, the Meeting shall be adjourned. If anyone is not present within half an hour from the time appointed for an Adjourned Meeting, the members present shall be a quorum.
3.9. An Extraordinary Consultative Meeting shall be called on the instructions of a simple majority of the OPDT, or on a requisition signed by not less than 20 BCU members who are also eligible to be voting members at an ACM.

 

4. Membership - Representation at the Annual Consultative Meeting (ACM)
4.1 Any full member or family member of the BCU who is also a member of a Paddlesport Club, Centre or Paddling Organisation located within Oxfordshire plus all qualified and up-to-date BCU coaches, who undertake to behave in the best interest of paddlesport, shall be eligible to attend and vote at the ACM.
4.2 Any full member or family member of the BCU who is also member of a Paddlesport Club, Centre or Paddling Organisation located within Oxfordshire plus all qualified and up-to-date BCU coaches and may stand for election as an officer or member of the Oxfordshire Paddlesport Development Team (OPDT) regardless of sex, disability, ethnicity, nationality, sexual orientation, religion or other beliefs.

4.2 Candidates for election as officers of the OPDT shall make written application to the Chairperson / Secretary of the OPDT on the form provided. The power of election shall rest with the OPDT who may refuse membership only for good cause such as conduct or character likely to bring the OPDT or paddlesport into disrepute. Appeal against refusal may be made to the members.
4.4 Acceptance: The OPDT may decline to accept renewal of membership, from any person or organisation, only for good cause such as conduct or character likely to bring the OPDT or sport into disrepute. Appeal against refusal of renewal may be made to the members at the ACM or ECM.
4 5 Restriction: A person who has been expelled from, or refused membership of, the British Canoe Union, shall not be a member of the OPDT.

 5 The Oxfordshire Paddlesport Development Team (OPDT)
5.1 The elected officers OPDT shall manage the affairs of the OPDT

5.3. At a meeting of the OPDT, voting shall be by show of hands of all those present The chairman has a casting vote if this is required.
5.4. The OPDT shall meet at regular intervals during the year (normally 4 plus an ACM), as required by the business to be transacted.
5.5. Special meetings of the OPDT shall be called by the Hon Secretary on instructions from the Chairperson, or not less than three committee members.
5.6. A quorum shall consist of not less than 4 members of those eligible to attend OPDT meetings.
5.7. In the case of vacancy for an elected officer, the OPDT shall appoint another eligible person to act until the next AGM.
5.8. All elected officers of the OPDT must stand for re-election annually

 

6. SECTIONS
6.1. The OPDT may organise various sections to cover specific paddlesport activities.
6.2. The affairs of each section shall be conducted by a sub-Committee of up to 4 members of whom the Chairperson or his/her deputy shall also serve on the OPDT.

7 Duties of the ELECTED MEMBERS of THE OPDT
Appendix 2 is intended to provide elected OPDT officers with further guidance.
7.1. Chairperson / Minutes Secretary: The OPDT Chairperson will preside at all OPDT meetings and at the ACM. He or she shall be responsible for guiding the activities of the OPDT in accordance with its rules and general policy as expressed by the majority of its members.
7.2 The Chairperson shall represent or arrange for the representation of the OPDT at BCU regional level and at meetings of other organisations. He/she shall ex officio be a member of any other committee of the OPDT.
7.3. Hon Secretary: The Hon Secretary will be responsible for the organisation of meetings of the OPDT and the circulation of minutes relating to such meetings and all relevant correspondence relating to the general business of the OPDT or paddlesport in Oxfordshire.
7.4. Hon Treasurer: The Hon Treasurer will be responsible for the collection and distribution of all monies and shall keep such books of account as required by the ACM and shall report any discrepancies to the OPDT.
7.5. At the ACM the Hon Treasurer shall annually produce balance sheets showing the financial state of each existing fund and of the General funds, accompanied by the Hon Auditor’s report. 7.6. All cheques issued must have two signatures.
7.6. The Treasurer must make the committee aware of any existing or potential financial or cash flow problems.
77. Local Coaching Organiser: Responsible to the Region RCO and the BCU PDO. Represent the BCU coaching scheme in Oxfordshire, supporting the recruitment, training and mentoring of new coaches and ensuring coaching opportunities are available to share current best practice.
7.8. Providing coach development opportunities for existing coaches and preparing a programme to meet specific local coaching needs and the aims and targets specified in the Regional and Local Development Plan.

 8. ReSIGNATION FROM ELECTED MEMBERSHIP OF THE OPDT
8.1. Any elected OPDT member may resign giving one month’s clear notice in writing to the Secretary.
8.2. Any member violating any of the rules or regulations of the OPDT or being adjudged guilty of unsatisfactory conduct may, by resolution of the OPDT, be suspended or expelled. Appeal against suspension or expulsion may be made to the members present at an ECM.

9. LIABILITY
9.1. The elected officers of the OPDT shall manage the affairs of the OPDT. Financial or legal liability incurred in the rightful exercise of their office shall not, however, be the personal liability of the OPDT but resign with the Oxfordshire membership as a whole.

 10. ALTERATION OF CONSTITUTION
10.1. This constitution shall not be altered, amended, or rescinded except by the agreement of not less than 75% of the membership present at an ACM

 11. AUDITOR
11.1. Every ACM shall appoint an Hon Auditor who shall at least once in every year examine the Accounts of the OPDT, and ascertain the correctness of the income and expenditure accounts and of the balance sheet.

 12. DISTRIBUTION OF Expenses and PROFITS
12.1. The OPDT may only make payment which benefit paddlesport in Oxfordshire.
12.2. All payments and grants made by the OPDT must be approved by the majority of the elected members.
12.3. The OPDT may not make payments for participation in the sport which would contravene amateur status nor can any profit be distributed to BCU members, but any profits earned shall be contributed to a General Fund for furthering the objects of the OPDT.

 14. TERMINATION
14.1. The OPDT shall not terminate except by a resolution of a Special Consultative Meeting convened for the purpose and, in such an event, any surplus assets shall be handed over to the BCU for use in related amateur paddlesport.

15. RULES
15.1. Any matter not provided for in this constitution, or any question over the interpretation of it shall be dealt with by the OPDT whose decision shall be final.
15.2. The OPDT shall be empowered to draw up rules for the safe conduct of paddlesport activities undertaken by or in the name of the OPDT.

Role Descriptions
So what is this ‘Role Description’ stuff all about?
We are all volunteers and time is precious. To minimise the time we spend and maximise the efficiency and timeliness of our efforts, it may help to have targets and guide lines which we can refer to from time to time (a job or role description?).

 By our collective and individual contributions, both large and small, we can as a Team, make real progress towards enabling our members, partner organisations and the wider paddling community the best available opportunity to achieve their potential in all aspects of paddlesport.
The descriptions presented in the following pages are intended to help you recognise the part we hope you will be able to play in achieving our goals and targets.
 It quite likely that one person may hold more than one role. From time to time additional roles may be created to achieve specific goals and targets.
